What is Electronic Benefits Transfer?

Maryland's Electronic Benefits Transfer (EBT) system allows DHR's customers to electronically access their Food Supplement Program (FSP) and Temporary Cash Assistance (TCA) benefits using Automated Teller Machines (ATM) and Point of Sale (POS) technology.

The Independence Card

The Independence Card is how Maryland issues cash and food benefits. This system helps to reduce fraud and increase administrative control.

Cash benefits are accessed through ATM machines. Cash benefits can also be accessed through a POS device at a retailer location that allows cash back. Food benefits are available through POS devices that are installed in participating food stores. Maryland's EBT network is made up of over 100,000 food stamp & cash customers, over 2,000 retailers and over 470,000 automated teller machines.

Customers can use the Independence Card to pay their group home expenses. Several mobile merchants and farmers markets also accept the Independence Card.
