The Purpose for the citizen review panels program is to implement that protect children from maltreatment and promote safety, permanency, and well-being. At the end of January 2009, there were 9,074 children in foster or related kinship care programs. Almost 400 children enter state custody each month for placement with relatives, foster families, group homes, and institutions. These placements stem from physical and sexual abuse, abandonment, illness, neglect, substance abuse. The average length of stay exceeds two years. Citizens and child welfare professionals must work together to protect children by strengthening communities and families, providing safe placements, and achieving reunification.
